L-3 STRATIS’ Center for Performance Management (CPM) is responsible for developing disciplined approaches to provide formal project controls on major programs. Services the STRATIS Center for Performance Management provides are summarized below. Program Architecture Services. Major programs are generally characterized by having high visibility, large dollar values, and many stakeholders with different reporting requirements. This type of program also has the highest risk of failure. L-3 STRATIS’ Program Architects help large programs become organized so that planning and execution are an efficient and highly coordinated process. The result is a well-structured program that provides stakeholders with the performance information they need to successfully manage the effort. Project Control Services. The L-3 STRATIS CPM runs a Project Control System that is compliant with ANSI-748 EVMS guidelines for major programs supported by L-3. Project control systems provide formal processes and tools to support the establishment of baseline plans, the collection of cost and performance status, project reporting and analysis, and change management. The capabilities of L-3 STRATIS’s Project Control System have been extended to support service efforts as well as traditional projects, with a special emphasis on IT Service Management using the ITIL framework. Consulting Services. Consulting services offered by L-3 STRATIS’s CPM include planning support, training, and direct work on programs in operation. This can take the form of business process improvements related to project controls, software and systems engineering life cycle integration with management approaches, and the development of custom (usually lightweight) methodologies for managing performance on mixed life-cycle or other non-standard programs.
